CPSC Issues Direct Final Rule Updating the Gates and Enclosures Standard

BAAR, SWITZERLAND / AGILITYPR.NEWS / April 24, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 052.26, reporting on the publication of the US Consumer Product Safety Commission (CPSC) direct final rule on gates and enclosures. This rule revises the federal safety standard in 16 CFR part 1239.


Issued on April 1, 2026, the update replaces ASTM F1004-22 with ASTM F1004-25 and applies to expansion gates and expandable enclosures that are designed to block openings or contain young children within a play area.


ASTM F1004-25 prohibits features or openings within a gate or enclosure that permit unassisted pet entry or egress. The CPSC concluded that these features may create head-entrapment hazards and footholds that can result in falls.


The effective date for the mandatory safety standard is July 19, 2026, and applies to manufacturers, importers, product designers, test laboratories and compliance teams responsible for juvenile products sold on the US market.
