SGS Highlights EU Plans for Revise CLP Regulation on Substances and Mixtures
BAAR, SWITZERLAND / AGILITYPR.NEWS / September 14, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 120.26, reporting on proposed amendments to the EU Regulation on the Classification, Labeling and Packaging of Substances and Mixtures (CLP Regulation).
The draft regulation was announced by the World Trade Organization (WTO) on August 17, 2026. It proposes amendments to Annexes I, III-VI and VIII of Regulation (EC) No. 1272/2008 of the CLP Regulation, aligning with revisions 8 to 10 of the United Nations’ Globally Harmonized System (GHS) of Classification and Labeling of Chemicals. The proposal would also partially implement GHS Revision 11 for aerosols and skin-sensitizing mixtures.
Among the proposed changes are revised classification criteria and hazard communication requirements, particularly for chemicals under pressure. Revisions are proposed for precautionary statements and classification rules for skin sensitizers, metals and metal compounds and substances hazardous to the atmosphere. The proposal would expand the use of non-animal and in vitro/ex vivo methods for health hazard assessment and introduce revised approaches to evaluating skin corrosion and irritation.
Stakeholders across multiple industries and supply chains, including manufacturers, importers, retailers and other intermediaries operating in the EU market, would be affected by the proposal. Comments will be accepted until October 16, 2026, with adoption of the amendments expected in the fourth quarter of 2026. If adopted, they would apply 24 months after entry into force.
