SGS Highlights Fully Standardized PCA Compliance System for Morocco

The article highlights the implementation of a fully standardized and importer-led compliance framework introduced in December 2024 as part of a new operational phase of the Morocco program. This framework improves consumer protection and simplifies international trade procedures. A good understanding of these updated requirements is key to avoiding customs penalties and delays.


At the center of the changes is the focus on the responsibility of importers, who must now solely initiate and manage the PCA process. They must submit conformity documentation, interact with the assigned certification body and monitor decisions throughout the conformity process with PortNet, Morocco’s mandatory national digital platform.


Fully standardized workflows and harmonized assessment rules are now automatically implemented across all PortNet-assigned certification bodies. Any communication outside the platform is not legally valid, and importers and exporters cannot select the certification body.


Exporters benefit from enhanced neutrality, consistency and transparency through these centralized procedures, ensuring the PCA process is trusted and simplified. Early coordination between exporters and importers, along with accurate and rigorous compliance documentation that adheres to PortNet-based procedures, is essential for smooth market access.
