BAAR, SWITZERLAND / AGILITYPR.NEWS / October 12, 2026 / SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 137.26 on new California legislation that restricts the use of bisphenol A (BPA) and other bisphenols in paper receipts.
On September 30, 2026, the Governor of California signed AB 1604 (Chapter 882, 2026) into law. The legislation prohibits the intentional addition of BPA and other bisphenols in paper proofs of purchase, commonly known as paper receipts, under a phased implementation schedule.
The law defines proof of purchase as a receipt issued at the point of sale for the retail purchase of food, alcohol, other tangible personal property or for the provision of services. It also establishes a broad definition of bisphenols and authorizes the Department of Toxic Substances Control (DTSC) to adopt rules to implement and interpret the legislation.
Under the new requirements, BPA will be prohibited in paper receipts from January 1, 2028, while all intentionally added bisphenols will be prohibited from January 1, 2029.
The legislation affects stakeholders throughout the paper receipt supply chain, including manufacturers, importers, retailers and other intermediaries operating in California. California now joins several other US jurisdictions that have adopted restrictions on BPA or bisphenols in receipt and thermal paper.
